I think Fisher has known since day one of training camp that Goff has more talent. I doubt he ever wavered on that. But Fisher, IMHO, is demanding of strict adherence to 'his way', something Keenum was better at. And I think that 'adherence' is what Fisher is thinking when he says 'best chance to win'. It's been demonstrably proven, however, that 'his way' ain't working... and while I very much doubt that Fisher considers that a fault of his... either in how to coach or game strategy... but rather a failure to execute, (which I agree with to a great degree but not entirely)... it is, none the less, 'failure'. I don't think it's that deep Jimmy... I really don't think Fisher has much input on what his offense is doing. He hires his guys and lets them run what they run for the most part. He wants to be a run first team, but that wasn't working and you saw the shift to a more pass first team... Like I said, I don't think he has much input on offense other then personnel decisions and a philosophy of run the ball and play good defense.
I think this is more of Jeff watching the tape of the last couple games and realizing this team is limited with Case Keenum as the full time starter, add that to the fact that Goff apparently was lighting it up in practice the last couple weeks. The time had come to make this change for the better of the team now and in the future.
I don't agree that Fisher ideally wants to have a run first offense. In fact he never has. I think he wants a balanced offense. In fact IMO he always has.
BUT having said that, while they are playing a rookie, they might deviate from that a bit and be more run heavy than ideally they want to be.
