Just means lack of production. That can be from not seeing the field, or seeing the field and not producing.
Simply put 4th round picks usually don't do much as rookies, if in fact they ever do anything at all, and so expecting 2 4th rounders to contribute significant production as rookies is really, really asking a lot.
Fact is if both Cooper and Higbee are productive contributors next year, that would already be a massively different from the norm, because teams just seldom get much out of 4th rounders, let alone getting much from TWO 4th rounders from the same draft.
