That's a season avg.
It includes the 1st 2 games.
It is reasonable to see them as having improved since. In fact it's more than reasonable, it's inevitable.
I wish the site did last FIVE games, but it doesn;t, it just does last 3.
And according to the same site, last 3 games they are ranked:
penalties/game 19th
penalty yards/game 7th
The question is whether you believe there's a trend toward improvement.
