I don't recall him being in the endzone. Unlike a punt, you have to cover the kickoff - anybody remember AJ Jones for the Rams in 1986 v giants? Forgetting to cover the kick and costing the rams a TD?
If he lets it bounce, it risks getting covered by the opponent.
It was just a beautifully executed kick by the Tampa kicker and put Austin in a bad spot.
That said, I was still pissed he couldn't advance it at all.
