the problem is not the personnel he has gotten at QB
it is that he can't get them to play up to their talent level. In fact, they all play below their talent level. He is bad developing QBs and any offensive player.
Foles is like a star QB with the Eagles and Kelly leading them to the playoffs and is a disaster with the Rams.
