Well the fact is that Keenum has been in the offense, is getting most likely 75/85 % of first team reps since Goff has new terminology to learn, under center plays which he hasn't done before, and all the protections,and audible to figure out. On pure arm talent he is way better than Case. But realistically without getting 80+% of first team reps he was never starting. Most of the first overall QB's were named starters out of the gate for teams who sucked badly and had no good options at qb.
