And here is why:

We don't have 7 good enough players at WR to keep 7.

Fisher will keep more or less the 53 best PLAYERS.

That might mean he'll keep one fewer LB for one more DB.
Or he'll keep one fewer WR for one more TE.
Or whatever combo you can come up.

It all depends on talent level.

We don't have but maybe 4 NFL quality WRs in camp: Britt, Austin, Spruce, and Cooper...and only 2 have proven that they belong at all......Britt and Austin. The rest are marginal guys. Marquez isn't anything but a good STs player who tries hard. Quick is only here because Snead and Fisher bet so much on him the first time around. None of the rest have displayed anything special. No great moves. Crumby hands. No special speed or route running. They're just guys.
