I don't think he's starter material, but he can be a quality backup somewhere. Last year he looked lost, but he looks like a seasoned veteran now. If the Rams only keep 2 QB's they will go with Keenum and Goff. Mannion will be the odd man out, but it's better for him to sign elsewhere.
IMO they will never make that mistake again.
They want to solve any qb problems (like injuries or meltdowns) by just moving a guy they already have up.
That means in case the #2 becomes the #1 for however long, they want the #3 to be a real #2.
