They already have done it and that was without all the pieces on offense.
In 2014, they were 18th in passing play percentage (58.73%)
In 2013, Rams were 24th (56%),
In 2012, Rams were 13th (59%),
IMO they wouldn't have favored Goff of all their qb choices this year if they were adverse to throwing. Goff's key strengths as a player all have to do with giving you an emphatically good passing game. In fact if he develops as expected Goff ought to be absolutely deadly in a play action offense, and that's whether or not (in my opinion) they ever end up with a top 20 in the league level receiver.

Well, personally, i dont care about 'pass play percentage'.
I care about this issue: Can they, and Will they have,
an effective multi-range passing game,
that threatens all parts of the field,
and is good in the redzone,
and in the clutch.
Ya know. Can they, Will they...do 'that'.
So far Fisher has not built a team that can/will do that.
But this is year five. A whole new year, with a new QB, and some new weapons,
and they all start out healthy
