This is a league wide situation. A lot of it has to do with the quality of the team, the cost of attendance, and the advances in tv coverage. Not every team has a die hard fan base that shows up even in down years. In fact, I'm thinking that the majority of teams have shrinking attendance when there are several down years. Most teams do not have Browns fans or Packers fans,
