Is it possible to franchise Donald 3X?

And would it make sense to? It seems like the situation is at an impasse. I heard or read somewhere that the Rams could possibly place the franchise tag on him for a third year and keep him until he turns 31. I think the Rams probably have a fair offer on the table but they are not going to pay Donald QB money.
