I don't understand the new rule bringing the ball out to the 25 yard line on touchbacks. I thought the idea of moving the kick off up five yards (a few years ago) was an attempt to have more touchbacks, in the name of safety (less kickoff returns, less injuries).
But doesn't this new rule encourage the kicker to kick it short, and try to stop the returning team before they get to the 25 yard line. And doesn't this now increase the amount of returns - thus increasing the probability of injuries?
What am I missing?
