He didn't say they Were moving up, he said they are Trying to move up. Just because you try doesn't mean it works out. It's very possible they attempted any number of times to move up, but the other guy has to accept the offer. Even a guarantee can fall through in a draft.....maybe a team that figured a guy wouldn't be there was suddenly there etc. I don't know any team that sets up a pick trade before the draft starts I always thought those calls came organically, not pre- determined.

They very well could have plans to trade up but nobody bit.
