I heard this on Cowherd's show.

Teams sent out comments/rumors to the press about how they felt Penix would fall to maybe late 2nd?

Press printed the story of course, making some teams antsy about Penix.

All the while, the rumor spreaders were figuring out how they could get Penix in the 1st - even the Falcons obviously.
