I'd say it's 90% Penix is not only a 1st rounder, but is picked prior to #19.

Bill Polian spoke to this and I'll sum it up.

Fans, sportswriters, and draft guides always talk about players and position in the draft as an issue of "value". GM's who do the picking absolutely do not.
GM's go by what they need and who fits their system. Value lies in getting the right player to fill their need, and thus to improve their roster and not in some generic weighted system of value.

When it comes to picking QBs, they are so critical to a team's success that those who need QBs will maneuver to get as high in the draft as they can in order to get the best QB they can that fits in the scheme they want to run. And, people pay to see offense. So, for instance, even though the draft chart might say that if the Vikings gave up their 11th and 23rd picks to move up , it wouldn't be to #4 according to the draft chart. To move up to the Cards pick at 4, it would probably cost them their 11th, 23rd, and their 1st and 2nd round picks next year because QBs are the most important position and so teams will demand more for the spot.. And Arizona knows that the Vikes would be after a QB so it will be at a premium price.

Thus when fan and pundit draft boards grade players and stack them, they go by a player's mythical generic "value", but in fact that has little to nothing to do with how teams pick. And this is especially so for QBs.

Polian believes 6 QBs will go in round 1, and probably all of them by the 20th pick. Not because these QBs are graded as first round players, but because that many teams need QBs, and there are darn few of them, and so they will be the priority. Getting one at a high price might not seem like good value to a fan or a draft service, but it dang well does to the team that needs a QB.

I buy it. Need always trumps "value". So, yes, Penix will be 1 of those 6 even if he is the final one.

As an aside, the Rams need an Edge more than any other single position. There will be more decent DTs available later than there will be Edge rushers, and there will be pretty good serviceable vets cut off other teams that the Rams can pick up (they aren't going to replace AD, but they will build around Turner).
