I would think he did/could take the top off. Just because they IMO under-utilized him doesn't mean he can't play. If he couldn't take the top off why did they use him as a decoy at times, he would just have been ignored, more than played up against. I am still saying put him with the chiefs and Mahomes and see what they get out of him.
I must say that picking a guy in the 2nd and not using him when he has shown he can be used is a bit weird, much less picking him early to boot. I also think that with the new kicking rules he might be an ideal returner, it seems to me there is more space/time for a returner now. He may not have "twitch" but he sure has speed......
