Well Don Klosterman did not make the decision, it was team owner Carroll Rosenbloom & he only had to answer to himself with the NFL agreement. Less people and no corporation like Nike involved in the decision.

They tried to match the blue, but CR thought it looked dreadful so that is why the Helmet did not match the Jersey.
