The Rams just are not going to spend a 1st round pick on anything but an Edge or a secondary player.
My theory is that the Rams are going to go hard at acquiring a vet Edge rusher. When (if) that happens, that eliminates them taking an Edge in round 1,which then reduces the pick to a secondary player. And it seems that there will be a few worthy Secondary players at 19 for the Rams to choose from.
So unless Snead is intent on picking up more early round picks, he'll use that pick right where it is.
