It's a simple matter. Those with the lower long term salaries, but are higher in OG food chain, got their contracts 2 or 3 years ago. Those at the top, more recently. That's how the salary inflation in the NFL works. The highest paid is only the highest paid for a year or less.
Dotson is going to get a top tier deal that may not make him the highest paid, but it's going to be in the high teens as an average on probably a 4 year deal. Maybe 5 years if the final year is really a whopper, but it is not guaranteed.
