Campbell is an idiot. Look at the photo, and his head is clearly down. Dirty player, dirty hit, and Campbell gives him a pass.

That said, what do you expect Campbell to say?
How about "The injury was unfortunate for that young man, but hopefully he'll come back from it." or something to that effect. What I didn't hear from Campbell was an ounce of empathy for the injured player.
