Snead didn't say "he stays", but said continuity is important, and that they are already talking extension, working on a timeline for discussions, and understands there will be a competitive market for him.
Other than if Dotson gets some kind of crazy Von Miller deal like Buffalo foolishly offered....and mainly that had to do with guaranteed money....Dotson stays. Guaranteeing a goodly portion of his contract will come with the territory, but can't imagine the Rams or anyone would believe that Dotson is so head and shoulders above other RGs that they'd be willing to guarantee it all. He's not HOF Von Miller in a premium position.
Shelton is still ours for next year, and all the Rams need to do is put a 2nd round tender on Jackson and he'll remain. Although, if I was Snead, I'd try to give him a new contract that actually lowers his cap for 2024, but keep him around for 3 or 4 years. Otherwise, the Rams are going to find themselves LOT shopping again for 2025.
