Niners are cheap shot team.
I don't think retaliation is cheap shots.
Giants were delivering cheap shots against the Rams last week.
There should have been a personal foul called when Kupp got flung to the ground early in the game and Puka got unnecessary roughed up a couple times.
The players need to show other teams they won't put up with cheap shots.
