It won't work perfectly, (nothing does).... it still comes down to a 'judgement'... but it might make it better than it is now.
Facemasks have two degrees built in... incidental and flagrant. I've often wondered why that can't be applied to PI. Ticky-Tack 60yd PI penalties are BS.
I think PI, in the end, is an evil that we have to live with simply because there is no good fix. Or at least I haven't heard a suggestion that fixes it to everyone's satisfaction. Your suggestion 'may' help a little. - JamesJM
