There is incidental, unintentional incompetence in some calls; there are plays that should be reviewed but aren't; and within that matrix we see calls and no-calls that appear to have been purchased. Just three or so per game from just one official might throw a game or affect the spread. If, in a 272 game season you tweak the outcomes of less than half of one percent of the games, and the legitimate upsets among the wins and losses balance themselves out (and don't forget: Who sets the odds?) you've made a pile of money.
