I believe that it was always the plan.
1) Even if the Rams were successful in keeping Stafford upright, they had to have known that gutting the defense during the off-season wasn't going to help anyone.
2) As you've already alluded, the team HAD to have known that Bennett wasn't going to be a serviceable back-up just on his pre-season on-the-field performance alone. And truth be told, I suspect there were observations of Bennett's issues in the meeting rooms before those performances.
The Rams had the opportunity to do something about it, but declined to do so. They
knew/know that trotting a Rypien-type onto the field would not be a winning situation.
They
knew/know that they need the ammo to acquire the players needed for 2024 and beyond.
