please explain to me how this makes any sense at all???

IF the spot is short of the first down IT IS AUTOMATICALLY REVIEWED......BUT IF IT IS MARKED AS A FIRST DOWN THE DEFENSE HAS TO USE A CHALLENGE TO REVIEW IT

WTF!!!!????
