Will the NFL and Players Union address the Rugby Scrum like play ?

I've thought about this the last couple of games and heard a broadcaster today (tonight?)mention the issue. It really is an impossible play to stop. I don't think its been stopped once this season.

I remember in the 50s the Rams had the "Bull Elephant" back field with Dick Hoerner, Paul "Tank" Younger and "Deacon" Dan Towler. All, very, very large backs. They did similar stuff but I don't recall them plowing and pushing the qb over.
