I'm listening to pff and they're reviewing Puka. They said that they have an "in game athleticism" scale that they use when scouting college players. It measures how quick a player's game speed is as opposed to their 40 time or top speed. So they're doing a victory lap because they had Puka in the top 93rd percentile in terms of in game athleticism. But that does explain a lot since Puka seems to be moving slowly but also quicker than his defender. I would have added that tidbit to the combine thread from a couple of days ago but I didn't find it.
P.S. according to them Cooper Kupp and Tutu Atwell scored highly on the scale as well.
