Gosh you would have to think both players are very important.

Rams need a consistent deep threat and Tutu answers that and because of his speed the defense must account for him on every play which will be much harder to do once Kupp is back. Tutu also showed he is more than just a role player but deserves to be on the field at all times.

Puka showed up big time and is a great compliment to Tutu. I expect that we will have 4 WR rotating in an out of the lineup once Kupp gets back providing everyone his healthy.

Jefferson, despite the drop, needs to be in the mix as he has talent and positional flexibility. Looks like Skow will be the odd man out unless someone gets hurt.

What the average snap counts will be is still probably up on the air and Kupp may carry a lighter load if they think it will help to keep on on the field and avoiding injury. I think the next couple of weeks will clear things up a bit more. Right now though it looks like the Rams have a very talented and deep WR room.
