The only thing I can come up with is ...

A.) The Rams truly believe that both Jackson and Noteboom are among their 5 best OL and ...

B.) The Rams truly believe that the OL is better off with Jackson at LT and Noteboom at RG than with Noteboom at LT and Jackson someplace else.

Now, the Rams could be wrong in either (or both cases) ... but all the data points we have make sense if this is reality.
