This doesn't answer your question exactly.but it might help. I found a power rankings list for all 31 teams in the league entering into the 1999 season at [a.espncdn.com]

NFC West teams

Atlanta Falcons were ranked #5
San Francisco 49ers were ranked #8
New Orleans Saints were ranked #23
St Louis Rams were ranked #25
Carolina Panthers were ranked #29

Being ranked 6th from the bottom, my guess is they weren't expected to win more than 5 or 6 games.
