I heard that Mark Davis is one of the less wealthy owners in the league. That would mean the money for large up front signing bonuses just isn't there, unlike with Kroenke. That would make it tough to keep adequate talent.

I could see them being cheap there and several other areas too. Maybe that's why they have been a losing team for so long?
