My guess is that the prices were too high to move up and that they would only move up if they could get a good deal. Rams needed a lot of picks to just fill out the Roster and probably didn't want to mortgage the future by dipping into the 2024 draft and giving away an additional 2nd or 3rd rounder to move up.
