Or may as well be. They traded for Long but he's probably not a long term piece. So it's a need from those perspectives.
But also they have tried to fill TE and for the most part had mediocre results. Nothing against Higs but I doubt he's what McVay envisioned when he came over to us from Washington with an offense that had a nasty threat underneath at TE. Kupp has filled that role as a mini-TE but there is room to grow that by sliding him to Z and adding a slot.
Really the need for this year is a backup slot. Having someone who can keep the offense going if Kupp misses time specifically. You can fill that via WR or TE and options from both should be on the board plenty in this draft.
