This isn't about the Steelers taking on salary it's about the Rams save 18 million. They would have saved 8 million if they cut him next year instead of trading him this year. Some of that ten million is dead cap space that's being put on this year's cap.
If the Steelers cut him it's only about 2 million in dead cap space for them.
