I do t agree that the Rams didn't have a plan for their rookies. In the Atwell case, they signed Desean Jackson to be the starting deep threat guy, which he was for half a season. He was supposed to mentor Tutu and then hand the reins to him. Instead he bailed. Tutu was also supposed to be our main return man but got hurt and missed almost his whole rookie year.
Everyone got hurt last season and Tutu played well when he finally got the chance. The Rams spent a lot of cash on AR which forced Titu down the depth charts and SKOW played well also. This wasn't the plan. Bruss was also drafted to push for a starting spot but got hurt. Who knows what he can do now. I do think the Rams have plans for players, but injuries ruin them all.
