Even if the Rams do resign Rapp their starting safeties are still likely to be Fuller and either Yeast or Lake.
But when the Rams put a third safety on the field Rapp would be a good choice for the box safety role. I can see Ernest Jones staying in all three downs and Rozeboom (or whoever the other ILB ends up being) coming off the field on passing downs and being replaced with Rapp.
We all know Rapp's not particularly good in coverage, but he can play a short zone on passing plays and provide decent run support from that position. Personally I'm OK if the Rams sign Rapp for this role
