The Rams could have gotten under the salary cap another way. This USA Today article said that restructuring Cooper Kupp's contract alone could have gotten the team under the cap. Restructuring Bobby Wagner's contract should save enough for draft picks.

So, the Rams chose to rebuild. The conclusion has to be that they no longer believe they are competitive with their roster. No Wagner, Ramsey, Floyd and likely Robinson, I am curious to see what they do after all the disposals.
