No, if the plan is to go after Williams, then the Rams need to push all of their chips to the front. That means unloading Stafford now (to the Commanders/Raiders/Buc/Falcons) so he can be in the building for OTA's and mini camp. I think the goal would be to secure a couple of 2nd rounders (one of which for 2024) so that we have enough ammo to move up to #1 (if we're not there already).
Acquire Brissett as a stop-gap for 2023.
Donald and Kupp would wait for the trade deadline.

I believe the Rams model for doing business is still intact. They will likely use the 2023 2nd & 3rd round picks for RB/WR (maybe TE).
2023 mid and late-round picks for OL and secondary. The hope being that they can find a cost-controlled center and guard out of the bunch that can actually play NFL football.
They figure to have cap space in 2024 and will go shopping for elite LT and Edge then. Alot easier with a cost-controlled QB for 4 years.
