My hunch is they see that they have exhausted his usefulness as an "elite" talent and his skills are starting to diminish. Despite this, he still has lots of value and is looking to renegotiate his contract.
If the intent is to trade him, I don't think his value will be any higher than it is right now with multiple teams vying for his services. You get a first or possibly multiple picks, you replace him a younger player who, while not filling his shoes immediately is not a huge drop off from the D you are going to try and run. Save 5.6 M against cap immediately and several multiples of that the following year.
I like Ramsey, my daughter wore his Jersey to SB 56, but I am also cool with trading him if we get real value.
