If you go back to the Fisher days, dark as they were they gave the ST coach full power to stack the bottom of the roster. Fish would tell the squad as a group that the special teams drills they were about to do would determine who makes the team on the bottom of the chart. Then they'd commence hitting and running the drills and the cream would rise for those teams units.
Under McVay all that changed. Good as he is he does not prioritize teams on the bubble cuts. Those guys are sometimes upside types in positions like say WR where McVay sees things he doesn't want to cut loose for a lesser talent that only delivers on teams.
So to some extent if you want to be a top ST unit it does require that prioritization by the head coach and empowerment of the ST coach. Personally I don't think that has happened under McVay. And again he's a great coach, I hate to knock the guy but he's human. So IMO he has to share in the reality of the fact he's had disappointing special teams as he has moved more and more to prioritizing upside over teams.
