It turns out it may very well do just that.
Once you believe-as I do- that we each live in our own world (i,e, you do not exist outside "my" world but may exist independently in "your" own world somewhere different than where you are in "my" world then my time is running faster than say my neighbors time). Time is simply a matter of gravitational singularity theorems in the framework of general relativity according to Stephen Hawkings.
Another interesting phenomenon is that south of the equator a milisecond is actually different than the same north of the equator. Consider that for awhile. When one considers the millions on millions of years that time has existed when we place a call to someone south of the equator where time is a millisecond slower we are actually talking to someone who won't exist for another million years.
