There are many, of course, but the one that will always stick with me is Ralph Fiennes portrayal of Amon Goeth in "Schindler's List".
I don't know if he's "the most" of anything, but he is a favorite villain of mine. Meaning, I thought he perfectly represented what villainy means to me.
