yeah, you could say it was "there" but Sea playing Cover-3 and playing it deep, to prevent a checkdown for a 1st down.
Hard to complain about getting a 1st down there. If you want to go after not getting a TD in redzone after that, it's a legit conversation.
If he goes for Watkins, maybe a 50-50 chance of completion...and a 46-yard FG attempt awaits if not complete.
Move the chains, drive for a score...
