What they acted on was free agency. They approach line building as something you can do with free agency.
Actually the list of OL they acquired in 2012 was very long.
The people who say they didn';t pay attention to the line are just themselves not paying attention to the fact that free agency is a valid approach to line building. Different teams have done it over the years and it can work, just like any other approach, or not work, just like any other approach.
In fact so far, it's what McVay has done.
The idea that you are not serious about OL building unless you use high draft picks is to me simply a prejudice of the person saying it. It has nothing to do with the reality of NFL line building, which includes several approaches that have been successful for different teams.

Jeff Fisher inherited a rebuilding situation, his approach should have been divergent to McVay's.
He should have built youth and continuity through the draft out the gate.
McVay's task is totally different.
