Fisher knows what kind of offense he wants to run and I'm sure Groh wouldn't be his OC unless he had a similar philosophy. So you're right, Fisher doesn't call the plays. But he does hire OC's who call plays pretty much the way he would. (Beyond that, I wouldn't be surprised if Groh got a little coaching on play-calling from Fisher after every game. I think the NFL wanted to further discourage teams from running the ball out of the end zone on kickoffs (and giving them an extra 5 yards for taking a knee might do that). But I think what will happen is exactly what you said: teams will try to kick off to the 5 yard line and then try to pin the returner inside the 25.
