Why use a second time out to stop the clock before the 2min.
Then get the ball, get 2 yards and let the clock run down to 2 min.

Better to have 2nd and 8 with 1:55 on the clock with 2 time outs left
vs 2nd and 8 with 2:00 on the clock with 1 time out left.
