There are several who had great fan support in the 80s.....Birmingham, Memphis. I also think they should expand to places that NEVER get considered for Pro Sports, like Bismark North Dakota. Even if just 15,000 seat stadiums.
In the inaugural season of the USFL, all eight teams will play in one location (Birmingham). In the future, the USFL expects teams to play in their own markets.
