It works like this... and all I'm going by is a brief report where I heard this... and a little (very little) research into the judging system -

The is a 'max' difficulty level... this is adjusted over 'years' for the advanced level of gymnastics.... but as it is.... (just an example)... if you could do a quintuple flip on the floor it would count no more than a triple flip.... both having the same difficulty level. So some of Simone's abilities have not been factored in.

THIS IS WHAT the report I saw alluded too... true? I can't say for sure.
