We were doing the phases thing..

and we'd drive past the restaurants and they were JAM PACKED when they were supposed to be at 25%.. At 50% there were waiting lines not because of the 50% thing, but because every table was taken.. So, we're seeing sky high cases now... doesn't surprise me a bit..
